Parliament Enterprises was founded in 1972 with a singular mission in mind, the preservation and restoration of elegant apartment buildings. Parliament's origins were modest; with just a single building on the north side of Chicago. Over the ensuing decades, Parliament acquired and restored vintage apartment buildings throughout Chicago, Evanston and northern suburbs. The Parliament portfolio now consists of 31 exceptionally preserved buildings, which includes over 800 residential and commercial units serving over 1000 residents. Several Parliament properties have been granted historical landmark status.

This website serves as a showcase for our properties and as an honorarium to our founders Seymour and Beverly Persky.

Our Founders


Seymour Persky and Beverly Persky
Seymour Persky and Beverly Persky, both children of working-class immigrants and raised on the west side of Chicago, were the founders of Parliament Enterprises.
Seymour Persky was a lawyer, real estate developer and ardent architectural preservationist. He saw more than "old buildings" but felt that vintage architecture conveyed much about the values of a society and its history. Seymour was also a renowned and widely-respected philanthropist who provided generous support to institutions like DePaul University, Chicago Public Schools, the ARK, the Lyric Opera and the Chicago Sinfonietta.
Beverly Persky was a graduate of the University of Chicago, earning a Masters of Education in 1952, unusual for women at that time. Like Seymour, Beverly cared very deeply about the preservation of Chicago's vintage properties. Beverly was also a passionate supporter of the arts and various charitable causes throughout the city.
Seymour and Beverly proudly operated Parliament as a family-owned business from its inception until their passing. Seymour passed away in 2015, Beverly in 2022. Both were predeceased by their beloved son Jonathan, who passed away from cancer in 2012. Parliament Enterprises remains a family-owned business, now under the stewardship of their daughter.
